It's a gizmo, definitely. No, I'm just joking. Looks to me like the loop part on the top could go around a string or thin clothesline, and then the bottom part could hold sink-washed delicates such as stockings or undies, for travel.

Does it attach to a table? If so could be something like a "third hand" to hold a fabric while you, say, rip out a seam and need and extra hand. Hugs. Nan

I had something similar that would clip onto the end of my ironing board and the cord ran over the pulley, kept it off the ironing board. This looks like it might be used to keep something up on the pully, yarn maybe?

Clever little gadget. powagrl sure found it. I have never seen one before myself.
