to what extent does this apply? It is of a cow's face and I wanted to add a spot to make it look like a Jersey cow. Would that be allowed?

When you are digitizing a picture or clipart you can use whatever colours you like, so if you want to put a spot on the cows face you can. You will actually not be changing the artwork itself, you will just be "colouring"it in. Ricky
