It's worse than that unless things have changed since I had flood insurance. You can't buy the flood insurance except based on previous history of a flood or determination of being dangerously near a creek or other water. And then sometimes you are not allowed to buy it, like where I am now, because the lake is a man-made power project lake, so it's buy at your own risk. (Luckily I am way up a hill from the pond.) But sometimes, the first flood is "on you" and after that you can buy the insurance.
