Barbie dolls are much smaller than 18 inch dolls, so I guess I don't understand your question. https://www.pixiefaire.com/ has lots of patterns for 18 inch dolls though not in the hoop. They even have a few free embroidery files, but just for decorative designs, not for making the clothes.
