Story behind my bear(s)

This guy and his family's been tipping over our trash bins for several years. His parents when young used to climb my trees to get away from my dogs barking at them. Now they are grown and 9 feet tall when on back legs or ticked that I’ve come out to shoo them away from my bin. Now their baby(s) are back eating whatever they can get their paws on.
The poor bears are hungry OR from what my past "boss" and Environmentalist says the bears are "Lazy" they just don't want to eat the Manzanita berries any more. She even planted 100 trees up the canyon and they bypass the natural food for everyone's trash (bins) for the left over fast food that's been tossed out in the trash.
Our refuse service has given us 1.5 cubic foot bins on wheels. They had to put a bar across the top so that when the bears tip the huge bin over the doors or tops don’t come off. It’s working because this guy’s now eating my dog’s food.
The other night my dogs were barking I went out to see this guy in the same place as in picture.
I yelled at him to go away but he just looked at me with those cute brown eyes. Then I shook my large recycle bin that was in-between him and I and he just ignored that. I closed the door and went back in to get my camera but all I saw was his Butt in the darkness.
The picture attach was the next night. I had camera in hand before I opened the door. There he was eating the dog food, I snapped about 5 pictures and he didn’t budge. After that he left.
Last night the bear turned to run as soon as my light went on. This one’s a baby but there are more.
If anyone would like to take on a digitized bear, that would be great. This picture is going to our Indian Council per Environmental as proof the bear are eating dog food now since they can’t get in our bins.
So the bear is famous. I thought it would be nice to stitch up the digitized bear and give it to Liz as a gift.
She can wear it to the council meeting 

PS No my dogs are not in harm’s way, they keep their distance and the bears are used to them now. The bears in the past have plowed through my 4’ chain link fence bending it over 2-3 feet depending on how large the bear is.
