I do not want to do it on fabric because it is to hard for me to frame I can't ever get it tight enough and hate the wrinkles in the fabric. So I need to know what the best paper/card stock would be to use.

You can embroider straight on to good card stock. You don't hoop the card. You can use iron-on stabilizer, hoop it and then with a warm iron gently press the part of the card that you want to embroider onto it. Not all designs are suitable for this.Those that are too dense or are outlines cannot be used.
I did this one on card. It is a Sue Box design, and stitched out wonderfully. Ricky
