You could try using a different web browser. There are many, besides Windows Explorer, available free to download e.g. Opera; Firefox; Netscape I have three installed and if i have a problem accessing a particular website i will try a different browser, if i still have the same problem i re-boot my pc before looking for other options.
Oh and when you re-boot your pc you should tell it to shut down completely, not just re-start.

I have had this problem for a long time, no matter what browser I use I manage to access the site maybe once in 6 weeks. I do not have problems with any other sites.

I used the link in your post and it went straight to the site, got the birhtday monogram but couldn't get the grand monogram hmmmmm. I am using IE browser *
