This has happen to me!!! I change the needle in my machine and sometimes that helps. I'll be interested in seeing what others have done to solve this problem

Are you tightening your fabric in the hoop too much? It has to be flat and tight, but not `drum tight'. When you are hooping try to straighten any grain you can see,flatten any lumps and tighten but do not pull too much or when you release the fabric it will go back to how it wants to lay (and if you have tightened too much that causes the puckering). What is the fabric? Have you played w/ the tension at all, perhaps loosening it will give less resistance. Have you tried it not rotated? I guess what I would do if I absolutely had to have this design stitched out I would...<br />Hoop sticky stabilizer, and trim away the cover paper the design size.
Then I would attach another sheet of sticky stabilizer directly to the back of the fabric, and place that on the sticky patch of the hooped stabilizer.
Next I would put a layer of WSS on top and then do a basting stitch.
I have hooped some maternity shirts like this because the fabric had so much give and stretch and it worked. Now if all that anchoring doesn't keep it in place I have no idea.

What type of material is it? If it is cotton, cotton blend or polyester, you will need 2 layers of tear away stabilizer, depending on the number of stitches. ALWAYS USE AT LEAST 2 LAYERS TEAR AWAY.If it has more then about 40,000 stitches slip another layer under the hoop.There is absolutely no difference between tear away and cut away stabilizer. <br />If you are stitching on stretch knit, chances are the design was not digitized to stitch out on such fabric.<br />Also if you haver only small blocks of colour, slow your machine down to 400. If they are medium blocks of colour, use 500. Only use the fastest speed(650)if you have large areas of colour.<br />Put your tension on 2.<br />If I remember correctly you have the 300E, don't you. These are the conditions I use with my 300E.
And don't hoop your fabric drum tight.

Give us more info on what you are stitching on. Sometimes you have to use 2 cut-a-ways and a tear away on a very dense design and very thin fabric.

ok I am using a cotton material not real thick more towards the light side. the design is a 4x4 has less than 10,000 stitches you can see the design on stitchitcheap.com under flowers it is the butterfly's and flower design. I am not stretching the material in hoop the first time I did it I only pinned to top of stabilizer that one came out the worst after I hooped came out still puckering when I tried slowing the machine down the thread started to loosen on top. I am using a rayon thread.

Try a new needle :)

Have u tried the iron on stabalizer I have had the problem u said but only on knits. All the things others have told u I would have done. It could b needle, thread, tension the design itself. Have u tried stitching it on something else to see if it still puckers. A scrap of some other fabric. If it still puckers the fabric. the design itself is the problem sorry u r having so much trouble *
