I went to the site several times looking for how to vote. I checked the counter each time and it did not change. I did disable pop up blocker and still my vote did not register

Maybe the voting site collects votes, and enters accumulated numbers at certain times. It does not appear to change after individual votes. It is also hard to imagine that it counts all votes, since with all the people who are voting, it appears that the numbers should be higher, but they are increasing. It could even be a percentage thing; so every vote would matter.
