I was just there and made a comment on a project and did not see any place to add a link. OR are you talking about when to submit a project?

No, when you add your comment to someones' project by the comment box on the bottom right there is and hyperlink that says "add a link" if you click on it it opens a text field just like the one in here to add an URL
