A lot of photo programs have a resize feature. Check if you have one that gives you the option. It is usually under the edit category. I use Adobe Photo Element but there are so many that it is hard to be specific.

It all depends of your computer operating system.If you have Microsof windows you can use a photo editing program as Paint, open the picture then click where it says image, resize/skew change the percentage you want to reduce it and hit ok.then all you have to do is save your image and it should then be smaller than the orignal one.
