I don't believe that you have been personally chosen to be shut out. I can't download from Icon on the home page either. Just wait awhile and I'm sure it will be corrected.

I actually get a screen telling me that I am forbidden. And I have no access to the site at all.
it's a technical difficulty that is being resolved as quickly as possible.

Don't worry about it. As Jrob said, it is merely a technical difficulty that is being worked on even as I type this. The 'forbidden' screen that you saw is just an error message, saying that nobody is currently allowed to access the site. You were not personally banned' from the site.
