Where do you live? Nothing in your profile!
In Australia the curtain rings are available from Spotlight, or anywhere they sell curtain materials, and just about any hardware store that has a home decor section.
The curtain tapes are more specific to Spotlight and curtain material stores but I must admit I haven't looked anywhere else for them.
Home decorating Stores that sell curtaining and wallpapers etc should also sell them.
Curtain rings have been around forever.
If this doesn't help, let me know we may be able to work something out for you.

oh I just happened to be looking for something in some older post and had forgotten about this...No I can't seem to find those specific rings here...
