Did you mean FSL? if so it means Free Standing Lace. It gets embroidered on a wash away stabilizier. Once washed away it only leaves the embroidery (no material). Exampel

If you mean FSL, it stands for Free Standing Lace. You embroider it on wss (Water soluable stabilizer) which will dissolve in water after you finish, and the design will stick together all on it's own. The scan that I'm including took 45 minutes to stitch and more drying time. It should be rewet now and pinned to a mat to make it dry 'square'. It is in the 'filet crochet' style.
Some other designs are only lace, and will be embroidered on other fabrics.

Sorry guys ,,i made a mistake when doing the question,,it was FSL,,Thanks to all who sent back your answer for me ,,thanks Jacquipaul,,for explaining it all,,would i use wss on hoop and on top..tank you all
