I have just noticed the voting feature on Cutealphabets.com. Is this new? Does this mean that the new alphabet won't start immediately after the Halloween one is completed?

That would be up to Veronika. Sometimes there is a small window where we can vote for missed fonts. It is usually useless once a new gets started.

you can buy them for 1$ each letter. Thats the fastest way and many other possibilities are illegal (like that "cute-Fanclub on Facebook; beware of that!).
