Reggirl (a Cutie unders Designs by Cuties) has started one but it's only up to the letter A. You could contact her to see if she has the complete alphabet.

I thought I saw this whole font in designs by cute you just have to search.

Also, Diamond Cottage Designs has their complete Rainbow Alphabet. You have to search their site to find the letters but it's not hard to find them.
