People give you flowers when you share links in the free section, post projects in the projects section or designs in the cute by design. ( designs must be your on creation not somebody else's design.) Also when you leave comment on other people question or projects some will give you a flower too. If someone is looking for help eg. designs location or how to do help, if you can help post your comment. see the flowers received from people posting comments to you they have received more flowers.

But really the flowers are not the most important thing just enjoy the site and all it has to offer.
