Do you mean you are using Google Chrome?

OK--when I open Chrome and download a design by clicking on it, it puts the design in a download folder "C:\Documents and Settings\User\My Documents\Downloads"
Are you saying you click on a download button on a site and nothing happens at all? Not sure if Chrome has a pop-up blocker built in or not.

Just recently there was an upgrade and I thought it was not downloading anymore. It took me all day to figure out where the file was going. Even the familar sound was gone. joann13100 is telling you where they are going. The only thing I can add to this that I use the Extract Files (left upper corner)and by default they end up in my documents. Hope all this is helpful. I don't think it is a Google issue rather than a microsoft one
