To start with I would like to know what design you used. You need to make sure it's a well digitized design. Who is it by? If you don't want to say it here you can private message me.

I use 2 layers of water soluble stablizer. Stitch it out, rinse, lay to dry flat. The more you rinse out the softer it will end up. If the design falls apart when you rinse then either it was not digitized well or maybe your hoop or stabilizer shifted. If you get a broken needle or broken thread you are less likely to have a perfect stitch-out but it's not always hopeless. Stay close while it stitches so if there is a problem you can fix it before it gets bad.

3. Use the same thread for the bobbin.

You have had wonderful instructions. Keep trying and let us know when you succeed so we can celebrate with you. It is vital to use a well digitized design. I have used freebies that were advertized as FSL that fell apart. Nothing can fix that.

I use 2 layers of the vilene/cloth like water stabilizer, and found that since it is so thin, if I put a small piece of paper towel between the hoops at each side (making sure they don't go over where the design stitches out) it stays nice and taut in the hoop through the stich out.

the directions you got are great, I do the same when I do FSL. but it does matter if it is digitized right, I have done some and after deleted it from my designs, it was so bad after washing it out. then I have some that stitch great. have done a few of cuties designs (mainly xmas) and never had a problem.
