The only thing I can think of it's a metalic kind of film. Like Mylar balloons. They are the metalic ones that hold the helium in longer.

This could be a totally wrong explanation, but since you have no one answering you yet, this is my best shot :-)

It is a plastic like film - like they put around the gift baskets. Some designers are using it under designs and it gives the item a glimmer or shine.
