You know the vintage stuffing used was a crushed up straw, but I use a soft poly fiber. It works well. You can make it a firm surface or soft. Whatever your choice is. As you can see from the picture, this was packed firmly, but not high. I also think it depends on what you want to achieve. From past experience, if I don't pack it tightly it tends to lose it's shape.

Hi I use sand,like beach sand or dry coffee grounds or they sell small plastic pellets (that you stuff dolls with or beanbags).The sand sharpens the needles and The coffee grounds are nice because every time you stick a pin in it or handle it you get the smell of fresh coffee. I've used sawdust from a cabinet shop. Also have used rice.
