I do not think this is the site you are looking for but there is a very nice rag quilt tutorial.
I do hope someone posts the site/design that you are looking for.

I've made lots and lots of rag quilts. But I don't remember the site you are talking about. Here are a few that might help you if you are just wanting directions. I think these are some you can d/l for free. Not sure what the big deal is about the instructions from the other site. I've written instructions for this also for my quilt classes.
