I use Wacom Bamboo tablet with pen (which sounds like what you are referring to) - it performs the same function as the computer mouse but with a much greater degree of accuracy. And if you find it easier to 'trace' the pen works through a piece of paper too - so you can draw your design and not necessarily scan it in as a background picture.
