Not sure if this is clear enough but this is what I embroidered on a "baby wipes" using the dissolvable laundry bag. Comes out crisp edges.

I think she means used a baby wipe for stabilizing the back?

I do believe that she stitched this on a light weight cloth and used the WSS laundry bags as her stabilizer.
I tink that is what she means.

she used the dissolable laundry bag, these were discussed in the past. I tried it didn't work for me. The baby wipe is a cloth she embroidered. Here is more info on the bags.
