Embird will do it. They have a free trial.

I know my 4D will resize but only so much. Doesn't it also depend on the design itself? I'm not familar with Embird and that would be great if you could take any design and resize to what you need.

I use free Wilcom Trusizer but going from a 5x7 to a 4x4 is too much, it will distort the design, you should never size down more that 20%, that is what I have been told.

These programs do not have a time restriction at all. They both will continue working as long as you want.
