Welcome! The one flower under your picture and I just gave it to you!
I would use tear away stabilizer.

The lady who sells us our stabilizer would say no-show fusiable mesh. Tearaway under the hoop. This is the way I do it. Welcome to cute.

Is a flannel ,a terry towelling face washer ? If so use a type of topping on TOP that tears away & the remainder will either dissolve with water or heat. This stops the stitches disappearing into the towelling. As for the bottom use whatever you normally use with success.
If you find it hard to hoop ,just hoop stabilizer & then baste the flannel into the hoop

I would use no-show fusible mesh on the fabric and a wash-away sticky in the hoop - putting the fabric & mesh on the sticky and then basting. If it is for a quilt you can just leave the no show mesh there and quilt it like normal.

Hi,
I would definitely use an iron-on stabilizer, and then hoop with a tear away.
