I have a question for the digitizer experts. Which is the best format to use on the clip art to digitize? JPG, GIF, CDR, EPS or WMF ?

If you're going to save any graphic, always get a vector image (such as wmf) because the file is created as an algorithm (math calculation) so size can be adjusted without distortion within programs like Illustrator or Microsoft Office applications. Bitmaps, (such as bmp, gif or jpg) files rely on print resolution for clarity… hence, the best images to digitize are vectors since you may make them any size you want. Does this make sense?
