what i hope to do is still have a 5x7 design but do it in sections by re-hooping, but i have to chop the design down to do it...

Don't even know if this can be done, any suggestions other than buying a bigger machine...

I hear Embird can do it but I don't own it.

You can do it in Embird, try it out with the free trial - you won't be able to save the design but can play with the program for 30 days and discover its possibilities.

try the free month trial of sewwhatpro. You can cut and paste sections of a design. It is an amazing program. http://www.sandscomputing.com/

You can also use the software - my editor (wings). It will show you object by object. You can then "cut" the objects you do not want to stitch. I use the purchased Wings module, and have done this before, but I know there is a free version available. Try the following website - http://www.wingsxp.com/index.php/my_editor/ Hope this helps.
