When I have a tester, who has stitched out one of my designs & likes it...do I need to wait for the tester to post it in projects before I upload it to DBC?

No Sweetie, it is unusual for a tester to post a digitiser's design in projects until AFTER the digitiser has released it to everyone. Reason being that the digitiser may look at the photo's of the stitch out and decide to make changes before releasing it.
The usual process is for the tester to report their findings and photo's to the digitiser and once the digitiser is happy with the results she/he can release the design using the tester's stitch out photo's to prove how it looks.

Don't you get a picture from your tester to have a look if you are satisfied and which you can use in DBC? I've had only a few tested by others but always get a picture. I like that better than using software generated images.
