go to embroideryDK.com they have oodles of dragons. If you join for $6 download everything you'll need and quit you'll be fine. I quit for a while but went back, their designs stitch out beautifully and well worth the $6 a month.

Embroiderydesigns.com There are 30 some pages, look at all because the flag and various sayings appear. The first link is for the flag in a 4x4, the second link is an applique one. I sure enjoyed looking at all the dragon designs.

The one that sewmom mentioned from Sewforum is 5x7 but I cannot say how good the quality is (it is not tested but in my embird it looks good > pic).
You just have to register (like here on cute and you will meet some cuties there ;o) so give it a try.
