candle embroidery : I saw this in a project of a cutie. How do you do this ?

Looking at the picture done by Soozie (Snowbird) I imagine she has sewn it out and stuck it on the candle with either glue or some sort of paste. I'm sure she will answer this when she sees the question. Love Chris
