Can I ask, does it just slip over the steering wheel? and what is the button on top used for?

I used two pieces of fabric on the back. The bottom one not half way up and the top one just enough to stay on the top of the wheel. The button is a pin I used to stick it to my chair to take the picture.

What do you use on the back so that it doesn`t slip when turning corners. I really like the idea for up here in the Cooold Country.
