Pincushion-question : how do you fix the "frills" of step 4 ?

I haven't done this one, but have done similar. I've actually tacked the frill into place before stitching the second layer of fabric on. I was particularly careful at the corners (worth it!) Remember the the frill has to be upside down and facing inwards at this stage which causes bulky corners.
