Is there any place on this site that tells you how to submit sites? or the rules or suggestions on submitting?

You hardly need instructions to add links; when you start a 'question' you see underneath the rectangle: add Links, Image, Tags. Just click on l
'link' add it and don't forget to click 'Add link'; more than one: repeat the process. Then click 'submit'.
Post freebies etc. under the Freebies tab, not in Community.
