Found this on a Google search and it looks simple enough to make something similar. A nice stiff canvas with heavy iron on interfacing and then elastic tacked down the center with a hanger for the top.

How about something like this? I searched "shoe rack pattern sewing" and came up with a whole list. Use those search terms in Google and you'll get pages of results. Good luck.
