Embroidery Library has an FSL alphabet set which includes numbers. This link shows an example on a cake: http://www.emblibrary.com/el/elprojects/Showcase.aspx?page=sh_052510_b
The 4 inch set is available here: http://www.emblibrary.com/EL/Products.aspx?Catalog=Emblibrary&ProductID=X4099
It looks as though there are a number of sizes and you can buy just the numbers you need at $1 each, rather than the full set.
