how do you make the flower fringe. i can not figure it out. new to embroidery. could not find any instructions

thank-you - did read some "instructions" but still a little puzzled how to do the scissoring for the fringing without risking all the stitching coming unravelled next time the embroidered article is washed; any helpful hints would be appreciated.
